"A clear terrorist threat", as of 16 May 2003:
Djibouti, Eritrea, Ethiopia, Somalia, Tanzania, Uganda

"Against all travel" to the entire country:
Burundi, Liberia

"Against all travel" to some provinces:
Algeria, Chad, Democratic Republic of Congo, Eritrea, Guinea, Namibia, Nigeria, Somalia
